Beginning with the 2026–2027 school year, New Jersey law (P.L. 2025, c. 195) requires all public school districts, including charter schools, to implement a bell-to-bell policy prohibiting students in grades K–12 from using personal internet-enabled devices during the entire school day.
At EPCS, our goal is to create a school environment where students can focus on learning, build stronger relationships, and engage with the people and activities around them.
What Does "Bell-to-Bell" Mean?
"Bell-to-bell" means from the beginning of the regular school day until dismissal. This includes:
Students may not access their personal internet-enabled devices during these times.
What Devices Are Covered?
The restriction applies to personal internet-enabled devices, including but not limited to:
Cell phones
Smartphones
Smartwatches
Tablets
Smart glasses
Similar personal devices capable of accessing the internet
The law does not prohibit students from using school-issued technology, such as Chromebooks or other district-managed devices, for educational purposes.
At EPCS: Off and Stored
Students who bring a personal internet-enabled device to school must keep the device turned off and stored for the entirety of the school day.
Middle School Students: Should keep their personal devices in their locker.
Elementary School Students: Should keep their personal devices in their backpack stored within their classroom.
How Can I Contact My Child During the School Day?
We understand that families may occasionally need to communicate with their children during school hours.
Families are asked not to call, text, or message students on their personal devices during the school day. If you need to reach your child, please contact the EPCS Main Office. In an emergency, the Main Office will ensure that your child receives the necessary information promptly.
Likewise, students who need to contact a parent or guardian during the school day should seek assistance from school staff rather than using their personal device.
What Happens During an Emergency?
EPCS's priority during any emergency is student safety.
Students should follow the directions of school staff regarding device use during an emergency. Unregulated cell phone use during a crisis can interfere with emergency communication, spread inaccurate information, and disrupt coordinated safety procedures.
If there is a family emergency during the school day, families should contact the EPCS Main Office directly rather than attempting to reach a student through their personal device.
Why Bell-to-Bell?
The purpose of the new requirement goes beyond simply putting phones away. NJDOE's guidance emphasizes creating school environments that support academic engagement, student well-being, healthy technology habits, and stronger social connections.
At EPCS, bell-to-bell helps us work toward:
Better Focus
Fewer digital distractions allow students to participate more fully in instruction and learning.
Stronger Connections
Device-free time creates more opportunities for face-to-face conversations, friendships, collaboration, and play.
Improved Well-Being
Reducing access to social media and constant notifications during the school day gives students a valuable break from the pressures of being continuously connected.

We understand that this policy may represent a change from the regular routines of students and families. However, it reflects a shared commitment to supporting students’ academic success, social development, and overall well-being.
We appreciate your partnership as we implement this policy and work together to foster a focused, supportive, and healthy learning environment for all students.
